Another story involves the first emperor of the Qin dynasty, Qin Shi Huang, who believed that Zhenjiang's location contained too strong a spiritual force, as determined by Fengshui, a Chinese belief system. So the emperor ordered 3,000 prisoners to dig a tunnel through a hill to divert the power from the city.
